Title: AN ACT CONCERNING SPECIAL EDUCATION PLACEMENTS.
Statement of Purpose: To amend the special education statutes to
specify that local and regional boards of education are to make placements
in private schools, agencies and institutions providing special education
only if the school, agency or institution is approved by the Commissioner
of Education, except that the commissioner may give prior approval to
placements in nonapproved or out-of-state facilities if the commissioner
determines that there is no approved private school, agency or institution
that is appropriate and available for a particular child, and make technical
changes to provisions concerning such placements including, but not limited
to, removing stipulations regarding reimbursement of costs, out-of-date
language regarding placements made prior to 1987-88 and hospital placements.
